DELEGATION from UGANDA
A distinguished delegation will be sent from Uganda to address a wide range of current issues of interest and communicate NRM's position on these issues. We plan to have a panel like format for the forum.

FORUM TOPIC: "Multiparty System in Uganda, Successes so far"
Amama Mbabazi and Paul WolfowitzAmama Mbabazi (born January 16, 1949) is the Ugandan Minister of Security. He previously held the portfolios of Minister of State in the President's office, in-charge of Political Affairs, Minister State for Defence from 1986-1992, Minister of State for Foreign Affairs in charge of Regional Cooperation, Attorney General and Minister of Defence. He is one of the original seven men who emerged from the bush with Museveni and succeeded in gaining control of the Ugandan government from the previous regime. Currently he is a 'mobiliser' for his party.

He was Political Head for the Congo Military Expedition from 1998 to 2001. He was Deputy Minister for Local Government and Member of Parliament from 1996 to 2001. He was Minister of State for the Local Government from 1996 to 1998. From 1994 to 1995 he was Minister of State, Security.

(photo courtesy of http://www.iisd.ca/unepgc/22gc/pix/3feb/1toppres.jpg)Ruhakana Rugunda (born November 7, 1947) is the Ugandan Minister of Internal Affairs and the Member of Parliament for Kabale Municipality.
Rugunda was born in Kabale District. He attended Kigezi High School and Busoga College before joining Makerere University and later the University of Zambia where he qualified in Medicine. He later studied at the University of California, Berkeley and obtained a Masters Degree in Public Health.
Before joining Ugandan politics, Rugunda worked as Medical Officer in Zambia, as a Physician at Washington DC General Hospital, and at Kenyatta National Hospital in Nairobi, Kenya.
He has formerly held the positions of Minister of Health; Minister of Foreign Affairs; Minister of Information; Minister of Works, Transport and Communication; Commissioner for Animal Industry, Game and Fisheries, as well as President of the Governing Council of the United Nations Environment Programme (UNEP).
In July 2006, Rugunda led a Uganda government negotiating team to Juba, Sudan to hold peace talks with the Lord's Resistance Army. (http://en.wikipedia.org/wiki/Ruhakana_Rugunda)

FORUM TOPIC: "Security in Northern Uganda and IDP Camps"
Henry Okello OryemHenry Okello Oryem, (born January 26, 1960), is the Minister of International Affairs, and previously Minister of State for Education in-charge of Sports. He is the son of former president of Uganda General Tito Okello. Oryem holds a masters degree in law from the UK, and was a Barrister-at-Law in London before he was elected to the Parliament of Uganda.

Hon. >Maj. James Kinobe will address the land amendment bill 2007; The historical context of the land question since the 1900 Uganda agreement. - Hon. Kinobe Jimmy William, holds BCom (MUBS), a Dilpoma in Business Studies (MUBS) and an Advanced Certificate in Business Studies. He was a representative in parliament for the period 1996 to 2001. He worked as a Loans & Welfare Officer at the UPDF headquarters (1991-1996). He was also the Head of Communications for the Presidential Protection Unit (1986-1988).
